The CPU was peaking 100% way after loading the desktop. I went to www.pcpitstop.com and ran the full test. RAM speed came up as being seriously slow in comparison to others with the same CPU. I have now implemented all but ready boost from the above list plus manually installed vista service pack 1 and installed avast 4.8 free instead of norton 360. I occasionally went back to pcpitstop and reran the test. RAM speed is now approaching its benchmark. My son can connect to the web immediately after booting to desktop and he has reclaimed his hard drive from system restore.
